OCAP leads a mass panhandle through the undergrounddd concourse through the business district in downtown Toronto to bring attention to the fact that assistance rates need to be raised, that poor and homeless peole are being forced out of th downtown core and police are ticketing and arresting street people for panhandlig and squeegeeing. There was a huge police presence at this one as you'll see...
