Backpacks for Victoria's homeless

Recently there was a report, apparently, of a program called "Napsacks for Homeless" in the Times-Colonist. Does anyone know anything about this. I missed the article.

It would appear that the backpacks (small enough to be called napsacks) came and went. They were given out at a few undisclosed locations but all of the homeless people I know missed out, although they were aware that the gifts were coming but didn't know where to pick them up. Hundreds of packs thousands of homeless = many go without. Those who do have the new packs should be careful not to place them on the ground because Police are still enforcing the city 'Chattel' bylaw by confiscate all belongs touching the ground.

I figured the cops were just selling the backpacks they stole in the first place, much in the same way they do by stealing them and charging for there return. It's funny how people recognize that when the mob used to send men with guns around telling folks they couldn't do business in their town unless they paid them protection money, that was a bad thing. Yet the city and police do the very same thing to the artists and buskers, but they call it BYLAW ENFORCEMENT instead of EXTORTION.
