Petition for Homeless Internet Access

The new National Library of Quebec has instituted a policy of giving library cards only to those with 2 pieces of valid ID containing a Quebec residence. This new policy excludes thousands of homeless individuals from Quebec's largest free access point for the Internet and Information Technology.
