SNOW HITS VICTORIA HOMELESS HARD
The snow that continues to fall in Victoria is wet and combined with the wind it pierces right to the bone. No dry flakes like out east. This stuff turns to slush, freezes, and then repeats this process constantly. The City of Victoria has an EMERGENCY WEATHER PROTOCAL which makes more beds available for the homeless. The problem seems to be communication since many homeless people slept outside last night because they did not know where the empty beds were and couldn't get to them with the weather.
