The man with the camera arrived at Pigeon Park with Vancouver Police so I assume he works for or has been contracted by the Department to document the City's "successes" under Commissioner Geoff Plant's Project Civil City. He appears interested in recording more than the clean up crew at work, pesky photographers included.

Three neighbourhood NGOs have filed a human rights complaint against Mr. Plant in his role as Civil City Commissioner and the Downtown Vancouver Business Improvement Association .
